It will never be dealt with, Instead what will happen is a bunch of toxic kids will come in this thread and say something like "git gud" or "it adds skill to the noobs". Its even worse with the new ranking system.
My favorite thing to do on smurfs is play scout/tek9/5-7 only. But Holy ♥♥♥♥ i can watch my own replays and i even think im hacking.
ya but they could of just had a good game. also with the rank changes some skilled players have dropped down to lower ranks.
for example my LEM buddy stayed away long enough for rank to go away and now his rank is GN3 after he got a win to see rank . he is capable of getting 40 kills in matches but he is not a smurf thats his main account.
so if he was reported should he get a griefing ban if someone assumed was a smurf after seeing him get many kills and do very well? no would be insane for him to be punished just for doing good but is a lower rank
i get smurfing is annoying but what you suggest has potential to punish people who have done nothing wrong and also will cause people who intend to be good overwatchers to end up having there overwatch score lowered whenever they believe someone is smurfing but the majority do not agree
so i dont see how a smurfing verdict could be properly used by overwatch. like i said before someone could simply have a good game that could make them look like a smurf
