This is how i fixed my randoms high ping on wi-fi and fix for fps drops
So I have atheros driver and at Device Manager>Network Adapters>Right click on atheros>Properties>Advanced:
802.11b Preamble: Long only (default: long and short)
AdHoc 11n: Disable (default)
Receive Buffers: 512 (default: 256)
Scan Valid Interval 120 (default: 60)
Transmit Buffers: 512 (default)
Wireless Mode Selection: 3. b/g (default: 5. b/g/n)

And last at Power Management tab I turned off the save power...

After i put these values i hadn't a single high ping, only 40ping constant, before i was like 40 ping, hmm good, 45 hmmm, good, then 200,300,400,500,600,700 ping #@$@#$ hell... and not only in cs go, in dota 2 too, in robocraft too, in every !@#!@#! game....only the browser was moving fine without any problem...

For those who have fps spikes i fixed that problem too, i had random fps drops too:( I tried everything, nothing worked, for months i had 200 fps+ then drop to 30 for no !@#!@# reason....
For fix I installed fresh windows 10, updated all drivers, disabled stupid schedulers, like windows update and whatever...., i set all performance mode, but even if i dont set performance mode i dont have fps drops anymore.
Launch options: -novid -high
i even had the wrong intel driver installed by mycrosoft by default, i have haswell 4th generation, but microsoft and intel utility is installing me the 3rd generation, so i instaleld the 4th gen manually...
Then i removed all ♥♥♥♥♥♥ commands like mat_queue... and the rest, i keep all default and performance, is the best this way...
I try to keep my windows clean, i uninstalled all ♥♥♥♥♥♥ programs, I only keep only what I need.

For those who wonder if intel fixed the scaling problem (at least for 4600, rest idk), well.... they didn't I still use the HRC program to force scale....

I had w7, w8.1 and then w10 (when appeared I tried then the windows and still had fps drops), now when i switched to w10 again looks good, I wonder if i go back to w8.1 or w7 will experience fps drops again... hmmm

When i had w7 and 8.1 i could temporary fix my fps drops by putting fps_max 120 (it did work, and still wroks, but i wanted to have 200+)

So for those who doesn;t want to reinstall the windows i recommend trying the comand fps_max 120 first, and if this doesn't work just reinstall a new fresh windows 10 and install the latest driver and keep your pc default - performance settings... and game too.

Sry for writing this much but for me it did work, i was experiencing fps drop and ping spikes very consistent (i didn't experience any lag spikes when i was connecting the eithernet cable...), if u have any questions just ask....
