They use modified Glicko2, which is 100% confirmed by valve. It can't be expressed by a variable.

Theres a massive influx of silver 1's as we speak. IE new players and derankers. 3 percent of silver 1's right now its impossible to rank up to NOVA 1 from SEM even with 9 wins in a row.
