Is there a way to launch cs2 on dx9 or dx10?

There is no way you can have past or even 60 fps in this game on that gpu. And if your gpu is already 10 years old I don't think your cpu will be exactly the most modern one either, therefore it would not be able to push enough data even if you had 4090... This is pretty cpu intense game after all.

i5 10400F should do just fine but don't expect miracles even if you end up upgrading your gpu at some point. 2xxx series nvidia paired with the cpu of yours should be perfect. Expect around 100-120 fps.

Well you do whatever you want to do. The point is that even on a high end gpu your avg fps won't be much over 100. Even 3060 bottlenecks that cpu somewhat so whatever amd is equivalent to nvidia's 2000-series should be just fine.

i want direct x 9, not buying a new gpu

Ok... Well then reverse engineer the whole cs2 and source2 engine and make some dx9 wrapper or version yourself. You got no other choice.

It should run on your dx9 card in theory but you will not get even 30 fps out of it.
You can only change between dx11, possibly dx12 (not sure if that is supported yet) and vulkan @ CS2.
