Having my fps_max set to 0 (which I always did in CS:GO) does not work well with CS2's engine. It was constantly trying to output infinite frames and my CPU would top out at the highest temperature the intel chip would allow. Without realizing I was running the chip too hot, it would eventually start to create bad lag around the second game.
Setting my fps_max to a lower frame rate fixed my issue.
It's know to have a bad peering. There are many threads about Telekom and connection problems across many games.
I would try to use a VPN and see if I can bypass the problem this way.
Proton VPN has a free version, should be enough to test it.
no even the slightest problems on both runs
so, i would say my pc is fine
could be indeed a telekom problem
or
that valve messed some stuff up as usual with parts of recent updates
