Is there anyone who can tell me how to earn steam points, I want a new frame and a picture

You get steam points by buying stuff on steam with your currency. I think you get about 121 points for each 1 (euro) spent. Might be different for other currencies but in general, buying stuff on steam (games, dlcs...) will get you steam points (market purchases don't give points). Another thing you can try is to leave a lot of reviews and maybe someone gives you an award and you'll get a few steam points.

That's mostly it.

if i buy a new cs-2 skin on community bazaar will i earn a steam point?

You can buy steam points via some forums and they will award you. Wait for 2 weeks to receive the steam points of the awards. Much more economical than buying things on steam

I buy games and that's how i earn steam points :D 117 points per 1 euro spend or something.
