I mention -stretchaspect because this is how CS1.6 stretches a 4:3 resolution image in OpenGL.
You can try checking your displaysettings (Monitor). I can choose to use fullscreen or aspect ratio or 1:1. Check you have fullscreen selected if you can chose.
And you can try the launch command -fullscreen in steam.
I should also my specs, as this could be an NVIDIA specific issue.

Hope you have fullscreen optimizations working in case you want that, doesnt sound to me that it does.
I just switched from 960p to native 1080p and my muscle memory is not getting distorted anymore because of the hard resolution and aspect ratio switch i had in cs.
Makes no sense to switch aspect ratio and resolution all the time.
yeah native 16:9 feels different for sure, and the models are slimmer. i was getting used to playing 4:3 black bars until i found a way to stretch 4:3 vulkan.
Or you used 4:3 your whole life in cs, so its in your blood, than i would say, stay with that for this game. But im sure you are way more pro than me.
So just my 2 cents.
I would recommended you adjust these registry values to disable Fullscreen Optimizations. 2 = Disabled / 0 = Enabled

So its a good thing Fullscreen Optimizations are not being used, thats probably why some people recommended borderless windowed for games. that and if you alt+tab alot and stream. Of course with those registry tweaks, using Fullscreen now will feel the same as borderless windowed, or pre Windows 10, since Windows 10 introduced the GameDVR and Fullscreen Optimizations.
Now we will hopefully get the best of both worlds in the future, when Vulkan supports 4:3 stretching via Fullscreen mode. Fullscreen Vulkan games are treated as "Exclusive Fullscreen", which does improve performance, plus having Windows 10/11 feature bloat disabled.
