With CS2 not much changed, really… it always was rng based
In my opinion, the only way CS2 became more random than CSGO is the fact that CS2 matches are now shorter and lucky moments have more impact on the entire match.
edit: just to bring this to the first page of the topic so that people come here and see it, here is a truth nuke that CS2 is in fact NOT rng based and NOTHING changed compared to csgo: (and OP just has a skill issue most likely)

turning a k/m into a joybad , looking around and shooting with mouse but adad aiming with keyboard
although I do agree that it gives significant advantage to those who use it, but only with counter-strafing accuracy which requires you to stop before shooting
it does not affect running&gunning accuracy
in my opinion counter-strafing isn't running&gunning because technically you shoot while being almost stationary.
I got this terminology from either CS:GO training course or from loading tips, I don't remember
