i don't see any bug, but it crashes because you minimize.
what is this trend among nowday players to use your computer wrong and then wonder why it crashes?
first off, it's called MINIMIZING, not alt tabbing. alt tab is some slang-o-term, if you want to fix things and learn how computers work, use proper terms!
there are more than 1 ways of minimizing a program and not all programs respond to alt+tab, therefore alt tab is wrong term and it's confusing to real PC experts.
when someone says "alt tab", then i think they talking about switching between programs.
MINIMIZING however, means that you are running a full screen program and you minimize the window, it's NOT called alt tab. those are NOT same things, not even close.
you can "alt tab" without even minimizing a game, some games remain on background, forza horizon 5 is one of them. i can have it in full screen and have another window on top of it.
secondly, this is not bug with cs2, it's how windows works. when program loses focus, then windows will set it as "background" program and reduces resource usage, however most games don't like to be as "background" programs, they usually start to stutter, lag or even crash. that's simply because most games are DESIGNED to take most of your hardware.
this is how windows works, it has nothing to do with cs2. some programs don't mind minimizing, but some do.
think of it as what happens if you turn on a light bulb and then reduce power. a normal light bulb will get dimmer, but certain type of LED bulbs don't work at all if they don't get enough power. laser diodes are perfect example, if laser driver isn't getting enough power, it won't turn on at all. (i know, cuz i've built lasers).
i'm surprised your "pc technicians" didn't explain this to you.
minimizing a full screen program is always a bad idea, you should only do so in case of emergency!
minimizing games is always a bad idea, because most games develop issues. some games develop audio bug (sound starts to crackle), some games start to stutter and lag, some games just crash and some games won't maximize again, they just show black screen while you can still hear audio. in some online games that use anti-cheat, minimizing can cause anti cheat to kick you for suspicious behaviour as it thinks you are trying to tamper with it.
that's why you shouldn't minimize full screen programs, specially games. if you have some weird need to constantly bounce around, then run games in windowed mode, this should reduce the risk of game crashing when switching to another program, but it might still cause issues.
that said, i haven't had issues minimizing cs2. i rarely do it tho, as i don't feel the need to bounce around while i play. sometimes i keep it minimized for few minutes and it still works fine.
when you say that it's fine in other games and programs (not apps, because app = application form that you fill out when you are applying for something), then question is: what are those other programs and how many you tested?
i used to play "dual universe" and it had really odd bug. when i minimized, then my desktop had like 1-2fps only. that's only game that has ever done it, it was so weird, but makes sense as game was badly optmized and devs probably tried to force focus, so when i minimized, then windows and game started "fighting" eachother. windows tries to set it as "background" while game refuses it and re-sets itself as focused.
Call it wtv you want bro Alt tab/Minimize , even if I dont minimize the game eventually crash and by minimizing I can clearly see a visual bug/fadding effect.. any other app works ok, suddendly CS2 has problems not my hardware/software.. I've tried everything to fix and nothing clears it, fix the game please
