I'm doing the same thing as you do, I have another Windows installation just for gaming because my PC is really bad, and when I (rarely thankfully) get this error the only thing that helps me is to repair the Steam service. (no idea how it keeps breaking itself)

oh and also to check if this is still happening afterwards please play 2 deathmatches, if you haven't been kicked once while playing 2 deathmatches you're good to go
i tried a bunch of it last time, this time ive tried the service repair and a bunch of other stuff but honestly i hate all this 'run a bunch of commands you dont know what do, change a bunch of your settings and run everything as admin' to see if it goes away stuff
i use linux, i only have this computer for games because CS2 runs like trash on linux

Then go to startup tab
Disable everything except for sound and anti virus
To make it clear...its none of those
I got done everything for a friend means No firewall/Av/Background apps nothing works
Just steam and the game yet it still does not work
Drivers cant block your connection unlike Intel/Nvidia plays dumb games again
At this point its a network issue and can be your ISP the problem....
Either your ISP is blocking something or valve got a blacklist on you no clue
Vac errors are caused by
1) 3rd party programs
and
2) startup programs
There are programs that startup like steam the moment Windows starts loading
Some will show icons on Windows taskbar
Some will have their programs processes load and start and only can be seen from task manager
e.g adobe Programs processes will only be found on task manager when it loads on startup
e.g antivirus program will load on startup and will have an icon on taskbar

Certain VPN programs

are known to cause conflict with steam and steam games like cs 2
internet service providers don't cause vac errors

Anyone who claims that don't know anything about computers at all
i have seen other players that i know who dont cheat getting the vac timeout i have also seen random people i dont know getting timeouts, obviously the problems with cheating has made valve have to ratchet up VAC and its so sensitive now that people are copping friendly fire and getting timeouts when they shouldnt
my ping is 50 im not close to my servers in australia and the internet here is generally just trash over here so it may be as simple as our internet being sub par, or it may be drivers that windows has control over, you dont really get control over drivers like you used to in windows these days
anyway whatever i did last time seemed to work for a while i have been able to play without getting timeouts, maybe the steam repair did something, maybe its just pure chance or some other factor out of my control
and no154370 if you would read the thread you would understand i dont have programs install, literally none, all i have is steam & battle net, their games and firefox, neither of which i have on at start up
i have dual boot and this windows operating system is only for games, if there is some service affecting the game it would have to be some windows component that comes with a vanilla windows install and i doubt i would be the only person having the problem
so yeah it just happened again, i did add my launch options back in again to improve fps because i thought the steam repair had solved the issue so maybe thats it
I want to keep my launch options though because they do improve the game performance so much.
also you should 100% exclude the -high option, and don't mess with the game's process priority at all, it does make your fps go up but causes stutters and more bad things that actually impact your gameplay, I've seen an explanation as to why recently somewhere
but if you have those new Intel processors that have separate P-cores and L-cores it's okay to change process affinity to let the game only use P-cores, I remember on release the game attempted using L-cores on those CPUs and that caused worse performance on them, I believe that's fixed already though
