could be server issues (down or maintenance)
could be time of the day issue (graveyard shift in the middle of the week)
could be a settings issue (max. allowed ping)
could be region issues (less players)
could be trust factor issue
or maybe just a bug
AFAIK, back in CS:GO, I think it was commonly believed that the game would use all the available ranks so that you would eventually win roughly 50% of your game. By that point, there's no real variance aside from the limited rankings available. But, because you just started playing the game, the game probably treats you differently.
CS2 ELO is supposed to go up and up and up, yet there's also that lower cap at 1000 ELO; you can't lose points below that amount. So, everyone else's rating continues going up and up, and so I guess, the more people's ratings go up, the less players will be "left behind" at the low end.
That would be my guess.
