have you closed the game, and gone into display settings?
can just right click on desktop, > display >advanced ....and check what your setting is for Hz.
Once I changed THAT, then it changed in-game and stayed put.

Bro, I have the same problem, the last thing I did was to update the Nvidia driver.

Install "the experience app" .... it's beta, but works to solve issues, well, did for me.
Spent days figuring this out with nvidia support;

After I installed the nvidia app, my game updated a bunch of settings automatically once started. I had never seen graphics that good. I put $$ into my gear, and have never seen it this good, the app seems to have worked out every issue. Then I updated my crosshair to a finer circle, neon green. Switched to left-handed weapon, which is how I shoot irl. I've never played this good, it's because the enemy could always see me first! Now I've got a level playing field, it's like finding a new game!

My monitor is 144hz and i have been playing on 4:3 all along but after the Nvidia driver update, i can only access 60hz. I tried reinstalling, validating game files and all but nothing works.

C:\Steam\userdata\your ID \730\local\cfg/ cs2 video.txt

open that and change to your refresh rate number: for example the 280hz refresh rate looks like this:

setting.refreshrate_numerator" "279958"

this will override any setting in game so it will work even tho in game menu it will still say 60hz but you can see in benchmark menu its higher refresh rate.

so for 240 hz do "239958"

mine rtx 3080 has same issue with 1920x1080 on 16:9 where the refresh rate in game menu only goes to 240 hz although there is 280 hz in menu but it keeps glitching around. (like not in full screen but fullscreen windowed its 280 hz)

the only way to set it is to use this text file.

I fixed it with removing current drivers with DDU in safe mode and reinstalling an older driver from the start of the year.
