Also, the matchmaking system wasn't working properly (until two weeks ago?) and people were placed in much lower ranks than they belonged in with little to no ability to climb. You'd probably have a better time if you were to play Premier since the ranks are more accurate there
You're right though, a bad player back in the source days would be someone who could barely control their mouse and I don't mean under the scrutiny of modern eyes, talking literally shaking about like they have nerve damage. People now know at least how to generally keep on target and have smooth aim even if their reactions aren't as fast or their game sense isn't that great.
Overall I think you're just out of practice and have come back at a bad time when people are still trying to find themselves within the ranks, add some CS2 jank into the mix and there we are. People would scoff at this advice but honestly I'd just play casual more so you can at least have fun, it'll build up your muscle memory and reactions times for the game. Then you can shake off any bad habits and go for comp.

I also think valve knows exactly who is cheating and who isnt. They just are not doing anything about it for some reason.
Btw if even something 14% of the playerbase is cheating, then if you solo queue its almost a 100% chance someone is hacking. And the chance is way greater for them to land on the other team since they have 5 slots, and not 4.
I dont play this game for like 3 years and I am supposed to be as good as I was when I played it everyday? I play it once a week.
I imagine may other veteran players are in the same boat. They dont find this game very fair or fun anymore.
If this many people were psychic in real life, the world wouldnt be a giant ♥♥♥♥ hole like it is now.
