in cs2 rubberbanding is always related to internet aka high ping issues.
"bUt mY piNg iN gAmE Is lOw" - NO, it is not, you don't know how ping works or what it is. in-game ping is not measured every second, it's measured every 5-10 seconds and it only shows AVERAGE ping, not current ping.
you can't rely on in-game ping to know what your actual ping is.
you need to use external tools to analyze your network, easiest way is using cmd and run ping command with /t arguement. most people think that if they have high bandwidth, then it means they have good internet, but ping and bandwidth have absolutely nothing in common, they're completely different things.
bandwidth = how much data can pass thru your connection at same time
ping = how fast a single tiny packet can get from A to B and back to A
in fact i'm currently on wifi myself and i have same issue. internet is fine for watching youtube and generic gaming, but i get random rubberbanding. it helped to limit in-game bandwidth to 3Mbps instead of unrestricted. you can limit it to 1.5 aswell or lower.

see the random spikes? and this is when pc is idle, those spikes most likely happened when loading something simple like steam discussion. if i was playing, those spikes would go to like 1000-3000ms (that's 1-3 seconds as there's 1000 milliseconds in 1 second).
you need to run ping command just like that and leave it open on your secondary monitor, then look at it when you're rubberbanding in a game. i assure you, you will notice high ping spikes or even "timed out".
even if you're not on wifi, this can still happen due MANY other factors, such as some power saving mode enabled in your ethernet adapter settings (not power plan settings), it could be loose or broken cable that has micro-breaks in it, could be router settings, could be anything between you and your ISP. some ISPs provide bad routers or they remote update router firmware that is broken (virginmedia in UK literally doing it, their internet quality is one of the worst).
that's why you need to measure your ping manually. run ping command to google or steampowered.com and leave it open while playing.
edit: OR it happens because you're running unlocked framerate aka frying your PC. this means your PC is under 100% stress while playing, it's worse than crypto mining.
when PC draws too much power, it can cripple your network adapter as all resources are put into CPU and GPU.
it can also simply overheat and high heat levels reach your network adapter and cause it to spike due heat.
this is normal behaviour when running unlocked framerate.
unlocked framerate is like driving your car only in 1st gear and revving your engine to the max and using clutch to go slower.
if you understand how car works, you understand that this puts extreme stress on engine as it's always under highest revs, it takes a lot of fuel due high revs, engine is overheating due high revs and finally you putting intense wear and tear on clutch aswell, since it constantly slips at high speeds. most likely you'd have smoke coming out of your clutch.
this is PC equivelant to running unlocked framerate on your pc. look up videos and articles written by real PC experts on why you should NEVER run games in unlocked framerate.
unlocked framerate is for stress testing and/or benchmarking only, NOT for gaming.
