Rubberbanding like crazy for a month now

Game was fine since launch, but now I have extreme rubberbanding / lags / microstuttering issues.

It started with a late May or early June update and it keeps rubberbanding ever since. Even though a few updates ago, Valve said "Fixed a bug that caused excessive rubberbanding for some players." -> That didn't fix anything for me.

- I reinstalled CS2, Steam, my OS, I even put in a different GPU to find out if it changes anything, but it didn't...
- Tried different driver versions
- Tried different input devices (mouses, headsets, keyboards, ...)
It all failed.

Wtf is this, Valve? It was fine until a few weeks ago -.-

Restart your pc make sure you enabled updates
