I believe you can still turn on general wireframe (same as r_drawothermodels 2 but for everything) with mat_wireframe (number), and if it doesn't work try running the game from Workshop Tools, there it'll work for sure
you go into the game's settings, switch "Download CS2 Workshop Tools" or something like that to Yes, quit the game, wait for it to "update", probably will have to restart Steam, and then when you'll try to run CS2 you'll see a new popup window that will ask what you want to run, run workshop tools
if you want to see where a model's polygons are exactly you'll need to use mat_wireframe but it only works if the game is running from workshop tools (I wrote more about it above)
