is there actually cheaters in every lobby now?

I have prime matchmaking but it seems like every game has a cheater am I just trash or do hackers run this game now?

I think your Trust Factor is just too low.
I don't get any cheaters in my high Trust Factor games.
Consider improving your Trust Factor.
If you're already in the high Trust Factor, then it's likely the enemy was just better.
If you get blatant rage cheaters, then it's a sign your Trust Factor might not be as good as you assume.

I wouldnt say they are in every single game but you might end up with cheaters 2 match in a row than have a normal match. It really suck and theres nothing you can do about it other than take a break.

Same bro, out of my total of 1 weekly game (to prevent the premier rank from decaying), only 1 of them has cheaters in it.
Bringing it to a total of 1 cheater game/week, or to simplify it, 1 cheater/week, it's insane how effective VAC and Trust Factor are, just think about how many games are being played weekly total. Only 1 out of them has cheaters in it, that's insane, valve truly cares.

With game being buggy mess, where bullets can disappear into Narnia mid-air and not register, it's hard to tell, if someone is cheating, or just game isn't working right.

Its probably just their excellent gaming chair in combination with them having a really good day. 😉
Nah but seriously it depends on 2 things only.
1. How high you are ranked. After 20k in premier mode, the odds are about 50/50. After 20k
the odds keeps increasing to 100%.
2. What time you play. There are much more cheters playing the late shift after 1 AM when even low ranked competitive macthes are packed with people who have cheets installed and start small, just to tip the scale in their favor. If that doesnt work, They activate the whole lot and the team, can at a maximum survive for 20 seconds top. Most likley far less than that.
Ending up with a pretty telling score cards. With one dude having 45-50 kills, aim rating at 99-or 100%. Average damage per shot over 50 hp. Its not hard to tell if someone using spinbot is cheting or not.
If you are not familiar with the subject you can always look at what the pro streamers are saying and doing. Hint, they have given up on the game except from Facit.
