It's boosting/farming accounts.
They kick all the players so they can fill the server with 10/16 accounts and start boosting/farming.
And 80% of them use Avast Sandbox to be able to play with the 10/16 account with one pc, so banning Avast Sandbox would stop this plague.
The only thing you can do is report and switch server.
Next time go to spectators once they start entering the server take a screenshot of the scoreboard, copy all their profiles and send an email to valve, "boosting report".
To find their profiles go to your friends page and click "Recently Played With" (must close cs2 or change map/server to update the page)

No one in the right mind would use Avast anyways so banning it shouldn't be a big problem.
