2. Go to ...\Steam\userdata\YOURID\730\local\cfg
open the config.cfg and search and edit the zoom_sensitivity_ratio_mouse manually there
3. Fix your autoexec bind.
"use weapon_X" doesn't work any more and your quotation marks are all over the place. The correct bind would be
2. I have also done this. I have deleted the config.cfg, made new ones. changed settings in game and used host_writeconfig. All still fail to keep these two setting upon restarting cs2.

I completely deleted my autoexec from ...steam\steamapps\common\Counter-Srike Global Offensive\csgo\cfg but somehow its still using an autoexec that I no longer have.
Mind you I still have steam cloud turned off so I dont understand where its exec this autoexec from.
The new path is
...\Steam\steamapps\common\Counter-Strike Global Offensive\GAME\csgo\cfg
