at this point it's clear this game was made to run an 6 core modern CPUs so why does valve even bother stating it runs on a quad core? when you're being shot at the fps goes all the way down to 30s which makes it impossible to react

You need at least 4 Core / 8 Threads
a 10th gen intel core i3, even a legendary i7 4770 cannot cut it in this game for competitive play
so don't get shot lol skill issue🤡

i have 4.2ghz quad core and my CPU usage is only 10-15% while playing cs2 in 1440p 60fps. I have GTX 1080 and GPU usage is below 35% aswell.

you need to learn how to setup your computer. you have things on background that hog resources, such as automatic updates and other background services. you need to customize your PC and disable everything you don't need.
i disabled cortana, search indexing, all sorts of auto updates and auto cleaners ..etc.
when my PC is idle with some browsers, steam and other programs open, my CPU usage is 1-2% at best and GPU is below 1%.

i can run cs2 on my old GTX 680 and dual core laptop, runs smooth in 1080p 60fps, no issues.

you have too much nonsense running on background, that's why you get bad performance.

I'm 100% sure you have not turned shadows on low and haven't enabled AMD upscaler and you're probably running unlocked fps and therefore stress testing your PC, that's why you get poor performance.

cs2 is one of the smoothest running games with good visuals. csgo i was able to run on single core CPU and GTX 550Ti and still get solid 60fps without issues.

WHY do poorly informed people think that you need good CPU for gaming? do you even know what CPU does or how it works?

powerful CPU is necessary in physics-driven games or games where you manage armies, like Epic battle simulator 1 and 2. also BeamNG, where each car has close to 4000 calculations per second and i can run all of those just fine on my CPU aswell.
CS2 and other shooters require almost no CPU power as there are no calculations to be made. games like GTA 5 and Cyberpunk require bit more powerful CPU, because there are lot of NPCs to keep track of, but i can run both just fine aswell with below 50% CPU usage.
i have i7-6700k @ 4.2ghz, it's more than enough for ANY game. i haven't encountered a game where my CPU usage is more than 50% and as a youtuber and programmer, i have played over 500 games. tried all the top games aswell, CPU has never been a problem.

i'm willing to take a look at your PC and settings just to prove that i'm right and you're wrong. but you must install some tools and disable nonsense.
for example first thing is to get O&O ShutUp10++ and enable most options. it's designed to turn off garbage in win10 that only spies on users and hogs resources, such as some telemetry and usage stats that windows collects and shares with microsoft.

if you're on win11 .. RIP ... uninstall and install custom win10. i assume devs test on default windows, which means you must have even bigger mess in your pc. probably some malware running on background, maybe some crypto miner. viruses are less rare nowdays, cuz everyone who knows how to infect people, they rather infect you with crypto miner and make money off people they infect.

look at this guy writing an article trying to justify a false statement, I play a lot of FPS games and I'm pretty sure I know how to optimize my PC, this game requires a modern CPU, on older CPU architectures it runs like crap even if you use the highest end parts of 2015, it's false that this game runs well enough on any quad core CPU the minimum specs has to mean something it certainly doesn't mean you can just launch the game it means you can comfortably play it.

This Only Works If You Set To Super Low Settings Mate! Also, instead of using custom windows... JUST USE LINUX! IT'S SUPPORTED FOR A REASON!

4770 is legacy hardware. It was released more than a decade ago. CS2 is a 2023 game. Guess we can't blame the developers here.
