It was always like that .
As far as i can remember, cheating is illegal. Nothing legit about it.
It's ridiculous how they allow such a legendary game with so much history to be abandoned like this.
Part of Valve's advertising states, "...Opportunities at Valve run broad and deep. We're always hiring highly experienced collaborators who are the best at what they do..." They should verify if they're as good as they claim because in anti-cheat, they're a zero.

They are even negative. The anti-cheat is tagging non-cheater and doing temp-ban for the whole squad as so...
Crazy stuff it is not even that hard, some are shooting with scout as fast as a MP7 or killing in <= 0.1ms three people at three opposite direction.
Could be easily checked programmatically...
'legit cheater' is a term assigned to those who use cheats but try to hide it. Some even fake a whole persona around it. Some cheaters use e.g wh to try to get the legitmacy amongst more ignorant players, that's what 'legit cheating' is - hiding it and trying to be something you could never be without it.
I've seen a lot of players, including enemies, praise cheaters without having any idea their wh was obvious. That's another trait to 'legit cheating': any guy that knows CS feels, knows when that's the case - there's always irregularities easily pointed out.
