Ryzen 5 2600 20% usage 60C, RX 580 4GB 100% usage 90C, even the AMD software doesn't detect the game when launched, fix the game Valve

You have too old GPU which is barely enough to play CS2 and probably is not fully supported by the newest AMD Software (I have 7900 and my AMD Adrenalin Software detects CS2 just fine, even Anti-Lag 2 works as intended).

I don't see how your outdated rig is a problem of the game.

Tune your coolers or cap your FPS to reduce the GPU usage and heating.

A lot of people still use that hardware, and CS should work on junk PCs fine

GPU will always go 100%. If you turn on VSYNC or limit your FPS another way you might see less than 100% use if the GPU can hit that FPS target easily.

For eg. my FPS (frames per second) will go up to around 300 and GPU use 100% but my monitor can only display 144Hz which means 144 FPS is all I need, so I limit it to 144 and gpu use goes down but I'd still aim for 144 even if the GPU had to go 100% to get there.

Your monitor is probably 60Hz so you should try turning on vsync or locking fps to 60.

Cool but the GPU itself is 7 years old.
Anyways just limit the frames to 60 and maybe drop some settings down and you should be fine
