I beg to differ. its a NO since all the other games are running fine, smooth, getting good nice fps so no problemo.

So - Mostly i play ArenaFPS, Movement Shooters, Boomer-shooters, retro fps AND CS2 occasionaly.
MilSims are simply not my cup of tea. Ok once in a while maybe, but mostly I just SKIP military simulations. Been there. ARMA III, Insurgency, Squad, even R6 Siege nope it's not for me.
The problem lies somewhere in the settings i'm pretty shure 100% . Besides 6650 XT is not a bad card at all and Ryzen 5 5600X is top of the line what AM4 motherboards support.

-threads 12 <--- since you have 6 core 12 threaded CPU like me, balances usage on all threads and seems overall smoother for me. You can try lowering the value but I wouldn't suggest going lower than 6 for you.
-vulkan <---- changes the render API to Vulkan which is worth to test out. It might be lower fps and stuttery for start since Vulkan makes all the needed cache files etc. but it will smooth out. Just go don't straight to premier after using this launch option :D On my setup I didn't see that much difference with my eyes or hands whether using Vulkan or not but Vulkan has solved many problems over the years on some setups and many different games!
Using a 200$ chip and 250$ gpu and expecting huge frame rates @ 2560x1440 in cs2 is asking alot.
every game runs like ♥♥♥♥ if you don't have enough common sense to configure graphics right.
AGAIN yet another player whining that game runs bad while you are STRESS TESTING your GPU.
are you hardware developers, is this why you are STRESS TESTING your GPU? or what is the reason for that?
what is 80fps 200fps 300fps?? why are you stress testing?
you listing things like PSU, shows that you have absolutely no knowledge how computers work. a power supply does not effect how games run. if your PSU is too weak, it will simply overheat and fry, it won't cause games to lag LOL.
your PROBLEM is that you are STRESS TESTING your GPU by running UNLOCKED FPS. that's your problem and that's why you get unstable results!
why is everyone stress testing their PC nowdays and wondering why games run bad?
I have GTX 1080 and i run cs2 in 1440p 60fps and GPU usage is only like 20-25%, it's taking a nap at 40-45C. this game runs so smooth, i bet i can run it on my old GTX 680 and still get solid 60fps in 1440p.
unlocked fps is for STRESS TESTING and/or BENCHMARKING purposes ONLY!!! and that's why you getting so bad performance! your GPU is under constant 100% load, it gets too hot and unstable, which also means other components such as motherboard's south-bridge and CPU are under extreme load aswell.
PSU won't just overheat and fry. It triggers OH/OV/OC protection and shuts down. Assuming it's not some chinese $40 crap without any standard built in protection in it.
South bridge was a thing 10+ years ago. What are you even on about?? There hasn't been south bridges in motherboards for ages now. Everything is handled by one chipset and the CPU. Stop giving these "know it all" advices because YOU clearly have NO idea how computers work.
And one more thing. If you have properly cooled PC and properly cooled GPU it won't "overheat and become unstable" even when fps is uncapped. Jesus Christ already. Nothing bad will happen if you can keep your temperatures at bay. There are multiple good reasons to have fps capped but "overheating and becoming unstable" is not one of them.
