The moment accounts gained monetary value through this game (e.g. skins), that same moment it got some people's attention for sure to break rules. It's unfortunate but expected.
The server part can still have problems mostly through the clients (CS2) surface if it's not sanitized properly. Having enough access to the server, any way that they would achieve it, can let you run stuff that you aren't meant to. It depends on what attack surfaces there are, which I think mostly is the console on CS2 that someone could exploit (I don't know about its internals).
Then, the other end client (other CS2 player running the game), assuming is not sanitized properly from what's received from the server, could be exploited as well. If they fail that much, it can be disastrous.
However, some server access can be enough to change the other players' perceived gameplay.
