Additional English US keyboard layout appearing

I work with 3 different languages. Therefore I got 3 custom layouts so the shortcuts for special symbols are in the same place. I like my layouts. But each time I launch CS2, there's an additional English US layout appearing. And it's just CS2 problem — not a single app on my computer does this*

To prove that CS2 is the reason why it's appearing: I can copy&paste gamechat's text only using this English US layout. None of the custom layouts can do that. Plus, I can type « ` » symbol in the console, although it must close the console window.

* — It's a known issue to custom layouts. I forcefully removed this language layout using regedit[superuser.com], but «00000409» language, which is English US, keeps appearing over and over. All of my custom layouts have «b» postfix in them, like «0000409b», and they work just fine. AFAIK, this layout appearing only if the developer forces it through their code.

Old problem. I met it when I play csgo and it still is there though CS2 and WIN 11 updated.

It's fixed now. No additional layouts appear.
