Because of French laws against gambling, as far as I know there is 2 or 3 more countries in the EU that banned gambling in CS

They actually protect the people they are meant to serve.

Or interfere with an individual's freedom of choice?

Keys aren't necessarily banned to my knowledge, you can only TRADE for the cases while still being able to buy keys but you're forced to buy the x-ray scanner first before being able to open the case, it's a weird work around from valve against the law.

The answer is yes you can't buy crates on the market, only sell it.

If a certain action can impact other people's lives, there is no 100% freedom of choice.

Addicted people might create financial problems to people that rely on them (family members). The result of their actions (poverty) in large scale will force the state to collect more taxes to support those people and hurt society even further and it's not fair to the rest of us (us = the french people in this scenario).

A fair option to this would be "ok you can gamble, as long as you accept starving to death without any help if things go wrong", but people usually don't like this option.

You live in society, suck it up or move to somewhere else.
