CS:GO and CS2 considered multiplayer PvP game, so bots aren't a priority for Valve there.
It's upto the mapper to set the Nav mesh, if they don't the map will do it automatically which leads to poor pathing so blame the mappers.
They can do complex task but the mapper has to put in the work, what is happening for your mapper friends is they are letting hammer auto generate the nav mesh for the bots since that isn't their target.
