If it doesn't help check your keybinds you can list all in your console and with "key_listboundkeys". And then bind mousewheel or mousebuttons to other things. And when you accidently hit your mousewheel that's not only an issue with CS. Maybe the mouse design is strange and you should change this mouse.
My current Mouse is the Razer Mamba Elite which at the same time is my first mouse with more features. Before that one I would always rebuy the same one which was the Razer Abyssus Essential. This mouse didnt have any special features so I guess I just didnt think about Razer Synapse because I never had to use it before.
My mouse wheel has 5 different bindings. I can click it, i can scroll up and down and I can click it from the left side and from the right side.
The left and right click on the mouse wheel is like a macro which would constantly scroll your mouse wheel as long as you hold it.
