cannot turn off "Mute All But Friends" setting

I turned it on mid game to mute toxic enemy text chat and now I can't turn it off. I can set it to "always" and "only in non-competitive modes" but if click "no" to turn it off it opens up steam overlay and redirects me to `https://store.steampowered.com/account/preferences#CommunityContentPreferences`

I don't see any relevant options on that page that would easily allow me to turn it back on. Really weird it lets you turn this on without a warning and then drags you out of the game if you want to turn it off.
