Also try to not accept games with ping higher than 40 .
No i have still lags bro i can have 20 ping in game but i still have lags its very weird

power options to max performance does NOT change individual network adapter settings.
"low ping" in game means nothing, because that's not your actual ping, it's AVERAGE.
you need proper tools to analyze your network and determine where the issue is.
easiest way to check whetever it's your game or internet, is to run ping command with /t argument. ping google or youtube as their servers are stable.
leave it open on secondary monitor and keep your eye on it, when you lag in-game, then check the ping in cmd. if it's stable with no more than 2ms difference (for me it's 5-7ms stable to google), then issue is within game, but i assure you, that issue is with your internet (it could be many things, cables, bad firmware on router, wrong network adapter settings in windows..etc).
you can also have another cmd window open by pinging your own router, so you can check 2 things at same time. if ping to google is not stable, but ping to router is stable, then fault is beyond your router. could be bad cables or ISP itself, in this case contact ISP.
this is just simple way of checking if you have issues with your router or ISP.
while you're already in a game, it shouldn't matter, but changing your DNS to OpenDNS might also fix it.
otherwise you need proper network analyzing tools to check where the issue is, but usually a simple ping command will do.
I know that can be my ISP issue and i will contact with them but its weird that i have "lags" only in cs2.
There is a lot of people with the same issue. I have tried everything. My connetion is perfect. I hope they repair this.
