..this is one of the worst nonsenses i've heard. like FACEPALM 1000x.
there's no such thing as electricity input lag, because computers have a thing called "power supply" which converts mains power (220v in EU) into 12v, 5v and even less for the motherboard connector.
if you'd understand how a PSU (power supply unit) works, you'd know that it uses built-in capacitors that prevent any surges. aka surge protector.
if computers would have electricity variation, then your PC would instantly crash, you wouldn't even get into BIOS.

those things were invented before computers, nowdays you can buy a surge protector from ebay or amazon or any local electronics shop that sells extension cords and other accessories like that. just make sure surge protector is rated for higher wattage than your computer's peak power drain (PSU's wattage is not peak of your PC, it only says how much power your PSU can output before frying. i have 750w PSU, but my PC barely takes 350w when stress testing, that includes 2 monitors in same circuit).
i'd never dare using any electronic devices without surge protector tho, i think it's a very stupid thing to run any expensive equipment without surge protector, it's a MUST HAVE for me. i got like 4 of them.
even tho PSU has built-in surge protector and it protects components, it won't protect the PSU itself in case of voltage fluxuations.
It seems that you don't understand how this works at all.
