The CS:GO engine literally worked on a single CPU core.
To OP , try to disable integrated GPU in device manager , set game on "Maximum Performance" in power options .
cpu usage never goes above 40% even with uncap and max P-state, 5GHz 10 core. there is more to tweak, I heard disabling E-cores but i'm uneducated past that point.
What did you put in Threaded Optimisation ?
On / Off / Auto ?
Its currently set to ON
Try with Auto ,than restart PC
