Admin flags

I'm currently trying to set up a dedicated server in CS2. Everything works fine but I can't manage to make myself an admin, I did get a plugin that tell's me to put in this command in the server console "css_addadmin "username" "steamid" "immunity" "flags" "time_minutes or 0 - permanently"". I tried using it but I have no idea what I'm supposed to put in the "flags" slot. Anyway every time I put in a command it says "[Admin] You do not have access to this command". If anyone knows what I'd have to put in "flags", either for CS2 or CSGO, that would be greatly appreciated.
