I don't believe this would be the issue, as it has a 1ms response time AND only CS2 feels like this. Other games such as Apex Legends and Warzone run perfectly.
i dont have the budget (well, not the time to invest anything into my setup) to buy anything right now
why do you consider it trash? as ive said, only CS2 has this issue, other games/daily tasks feel okay for 144hz... game felt okay before the update, too.
im not saying i cant get used to it, but it feels way slower than other apps, so it may affect my eyesight, leading to dizziness.
I've disabled VSync from both NVIDIA Control Panel and the game, yet it's the only game that feels this way.
Now before someone says "but by capping your fps, you get some latency", maybe, but I don't notice that. I do notice the stuttering.
Second. Tell us your ingame and control panel video settings.
While I do agree on the latency part, I have tried this for 4 rounds mid-game and I will tell you, the animations felt WORSE than the ones on 300fps.
I must say, the CS2 weapon demo animations already feel choppy enough, so that may be it - My AK was not clipped correctly on the hands, and the rifle racking one just felt choppy.
I understand that this game is still in an experimental state with valve silently cooking their patches and fixes, but I honestly do believe they broke this.
I still do not understand as to why only CS2 feels this way. I will consider putting a FPS cap right from the NVIDIA Control Panel, but I don't believe it will change anything.
Do you have any model recommendations? Once I can finally stabilize myself (not financially), I will try upgrading my monitor and giving BenQ a shot.

Should I really update my drivers, though?
Also, does the GPU Display Scaling option from the Control Panel have an impact on the "choppiness" effect?
