[windows bug] taskbar icons stay highlighted after closing CS2

I've been having the issue that after closing CS2 my taskbar icons stay highlighted, as if my mouse is hovering over the icons, moving my mouse off of the icons keeps them highlighted aswell.

Unfortunately my cursor isn't captured in the screenshot but it wasn't on the chrome icon, and still my google chrome was highlighted and doesn't go away.

The only fix i currently have is restarting my PC.

OS: Windows 10

This is an old Windows bug, has been happening randomly ever since Windows 7. Nothing to do with CS2.

Its just windows being windows. Not cs' fault
