However, I have pals that are able to play competitive mode even when they do not have a Prime account. On the other hand, he does not receive any benefits from Prime, such as a weekly drop or earn those experience ranks.

I'm uncertain, but my friends and I had been playing in casual mode for approximately 2-3 hours when he informed us that his matchmaking competitive mode had already been enabled. A prime account can only be used to unlock experience ranks, weekly drops such as skins and cases, and to enter the premier mode.
