There's many ways.... park control is the easy way.
Process lasso worked for me. I didn't do anything with p and e cores I just made sure I figured put which cores perform the most, set those to cs2 and then set the obvious threads to steam and everything else has normal priority
But unpark the CPU is a good thing. You can do it with ProcessLasso too.
It's a energy saver feature for notebooks.

Which they needed to rewrite code for source 2. So they couldn't just port it. They had to redesign the same designs, make the maps essentially the same, all of that. Guns, player mods, etc.
