Troubleshooting steps:
1. Restart your internet
2. Delete any steam related browser addon if you have any (like csfloat), and force the browser to NOT run in background
3. Install a third party antivirus (like bitdefender or kapersky) and do full system scan
4. Change DNS to google or cloudflare
If it all doesn't work, then the temporary "workaround" is to install a VPN (like protonVPN) and browse steam store while connected to a VPN service like it. It's not a fix, but it will temporarily allow you to see the market for a while.
If VPN works, then for the permanent fix:
5. Contact your ISP to fix it, or rent a public static IP service.
I doubt this has anything to do with internet or vpn, or viruses.
Its most likely just Steam problems, cuz probably alot of ppl have this issue.
