Windows settings or control panel > power safe modes
Nvidia control > 3D settings > power setting mode
Open cpu-z and tab "sensors"
Run cs2 in window mode and go play againts bots. How cpu-z sensors look ?

Previous cs2 update brought new feature in audio, mic talk. Try change that setting.
Also, go windows audio settings, inputs, and select microphone
I'm using it in the CS2 startup option:

My CS2 Graphics settings:
Vsync ALWAYS OFF.
Res: 1440x1080 4:3 144hz
Antialising: MSAA 2x
Shadows: High
Texture filter: Medium
FidelityFX ALWAYS OFF.
Nvidia REFLEX: On
And others is off or minimum
P.S.: I've already used the 1280x960, it's the same performance!
All drivers are up to date (chipset, gpu, mobo)... I really don't know the reason for this problem and it's only in CS2, in CSGO it was +400fps, in CS2 -200fps (this in offline matches against bots, in competitive matches the average is ~165fps), but the CPU + GPU consumption doesn't exceed 30 ~ 50%, and in other games CPU and GPU consumption are normal.

Thanks for the help. Temps and nvidia settings are fine. I already updated bios and drivers. Its Windows 11. The new audio settings don't make any difference.
Must test cpu-z when I can.
I have 48gb DDR4 3200mhz ram.
I have the exact problem as yours. I also set the resolution to 1280x960 and it made no difference.
This is normal RAM size
8 -> 16 -> 32 -> 64
Tell us, how many RAM stick in use? Are those identical ?
sys_info in console give information also
