You mean inside CS2 like a demo? You can't people need to buy the rights to get access to it. Only the major allows you to watch from inside the game.

Edit: you can watch it after the match is over inside CS, HLTV uploads the match to the website, you can download it and watch by yourself.

Thats a massive bummer imo. I remember the times where you entered the games in spectator mode
