Can i get cases for free without prime?

Is there any way i can get cs prime witouth spending 15 dollars? i dont have that kind of money, i mean i do but not in dollars, wich makes it imposible

i have the money but as i said, i dont work in dollars, so i literally cannot buy it

No you can't. But you can buy it on your currency, the store converts it automatically.

It kinda worths long term since the game pays itself in roughly 2 years if you get all the weekly cases and I'm not even considering the best ones in the corrent drop pool.

Unless you also expect to have a better experience without cheaters, you won't find it in prime.

Yeah but with steam taxes the conversion would not only go from 1$ to 900$, but almost to 1$=2000$

Right, the Prime Status upgrade doesn't have regional prices, so for some countries it might be pretty expensive. Unfortunately you can't do anything about it.
