You didn't mention what you have tried so far so I don't know where to start. Try updating your GPU drivers.
"basically tried everything"
this includes every driver update(or none if none were available)
generally i tried every launch option
generally everything i found online with people having a similiar problem

Did you try using DDU to remove old GPU drivers and then reinstall them?
yes
tbh i don't think it has todo with the graphic driver anyway..
because it randomly started to work again 2 days ago or so but then it stopped again
btw this is basically what happens.

Hello there, sorry to bump an old topic but I've got the same issue and find a work around.
(from what I understand the issue is due to how nvidia manage custom resolution change)

----

For this tutorial I will setup the game for an 1920x1440@165hz custom rez, please change those numbers to yours.

One time setup :
https://youtu.be/iyLZw6BnPqQ

  1. Create and enable the custom rez on the Nvidia control panel.
  2. (OPTIONAL) Setup the "size and position" if you want to play on stretch
  3. Setup your custom rez on csgo lunch option
    -fullscreen -w 1920 -h 1440 -refresh 165
  4. Go on the WINDOWS settings and change your screen rez to the custom one.
  5. Start CS:GO, check in the video settings that your are set on your custom rez, quit CS:GO
  6. In the WINDOWS settings go back to your native rez

END: You should be done, now start the game from steam and it should work just fine.

Setup to do every time the bug reappear :
  1. Go on the WINDOWS settings and change your screen rez to the custom one.
  2. Start CS:GO, check in the video settings that your are set on your custom rez, quit CS:GO
  3. In the WINDOWS settings go back to your native rez
