Low fps/stuttering

Please help!
My pc has a i5 3470(3rd gen), 16gb ddr3 of Ram, ASUS R9 290X 4GB, and running on a ssd with the windows 10 and cs2 installed in it and secondary HD.
Never detected any problems with the hardware. I've played cs go with the same specs and had no problems whatsoever...
After the update to cs2, it started stuttering with very low fps's, 20/30 or even lower..
Any ideas?

Windows 10 was installed and at 400+ fps there were friezes and not smoothness of the picture today I decided to install Windows 11 23H2 because I heard that it was completely finalised

And you know what?

FPS has grown to 470, smooth image and everything is fine

PC optimisation, drivers and settings were the same

But my setup is incompatible with windows 11...

i have same issue as you and i cant solve it.. tries everything. My setup:

i5-10500
rtx 2060 super
16 gb ram
nvme ssd

tried:

use -vulcan on game lounc setttings
update hpu drivers
disable TPM in bios
downlock gpu
replaced RAM's
played with windows settings like game mode and other services
updated from win 10 to 11

I've got the same problem but on laptop (Acer nitro 5600H Ryzen 7, RTX3060, 16GB RAM). I was wondering if the issue is with overheating (tho stuttering shows only in CS), game optimalization, my gear being too weak to hold stable 200+fps or maybe because im using windows10. Any ideas?

This, laptops never good for gaming.

Laptops mobile CPU and mobile GPU can't perform same as desktop chips.

Laptops use less power (wattages), where you think it gonna outperform of nothing?
It simply can't.

Maybe buy a better cpu, will help a lot
