I'm internet cafe owner. I need 10-20 license per pc.
How can I buy 10-20 license of CS package in order for my customer to be able to play using their account.? Is there any way I can do that?

Honestly, they should only be able to play using their account if they actually own the game. They should purchase it themselves if they dont have it, or use your public account.

When I downloaded this game I thought it was like DOTA 2, anybody can use the same game directory.

you have to log into your steam account in order to play the game. You can install the game on any number of computers off one copy of the game, but the people will still have to have their own steam account with a valid copy of the game linked to it in order to play

Does this mean they have to install the game first/pc? or they only need key? I'm using diskless system and all my pc are getting the game directory from one source , do you mean literally the game should be install per computer?
Is there anyway I can implement it to my system because I want to give my customer ultimate satisfactions.

They have to have the game themselves on their own personal steam accounts in order to play it. The game isn't like LoL or Dota 2 where you log into an account through the game. CS:GO is run through your personal steam account.

You need ask them login to their steam account to play CS:GO otherwise some people can use cheats on your public account.

You could either A.
Have seperate steam accounts that are locked to each PC that all own a copy of csgo
or B.
Make it a requirement to have csgo on their own personal account with which they can use your PC's to play.

Yes I understand the fact that they must use their personal account. Right now I'm sharing only my game library to my customers so they can play using their own account but only one account can use it. We cannot use the game library simultaneously.
My question is "Is there anyway that I can buy 10 licenses for my 10 computers with diskless set up and will allow my customer to play simultaneously in my 10 units of computer?"

Yes I understand the option A but it look like it is more tedious and complicated.

You technically don't need more than one copy of the game. Install it on all the pcs using your account. Then log out of your account. Tell your customers to log into theirs and as long as they own a copy of the game themselves, they will be able to play. You don't need to share your library. Sharing it is what's causing you to have issues.

I don't think that's how it works. If someone doesn't have CS:GO on their account, Steam will ask the person to either purchase the game, or request family sharing thingy.

Well if you read my earlier posts here, I told him that his customers will need to have a copy of the game linked to their account that they purchased themselves. but he can still install the game on an infinite number of computers using one copy of the game. Then as long as the customer has the game themselves on their personal accounts, they will be able to play on his computers.
