You have to make special sound profiles for CS:GO in your soundcard settings to be able to hear certain sound frequencies better, but raising those frequencies hurts my hearing, so I am not doing it.
Valve did NOT improve the sound, that's for sure.

But DocCovington is right, the game itself has terrible sound, raising EQ/frequencies will help to increase the distinct sounds like footsteps etc.
