AUG/SG 553 Scope Bluring

Before I start I wanna say that I have my settings on the lowest possible settings the game will allow. My Laptop isn't that great so I have to work with what I got.

Everytime I use either of the scoped ARs or just scoped anything actually, it takes much longer for the dot sight to return to its orignal position than other youtubers i've seen. Even if i'm tap firing the dot sight blur so much that it's hard keeping track where the bullet is going especially in csgo. It's worse on burst fire, and horrendous when going full auto. The sight takes up the entire scope itself and at that point I can't use the weapon efficiently.

Any tips on how to fix this or is it just my video settings?
