CS is a skill game and competitive/premier mode is all about personal skills - movement, aiming, map learning, positioning, communication, tactics, weapon control etc. If you're new to this game just don't rush into competitive before you'll be sure about your knowledge and understanding of how all this works.
You're free to try a couple games after reaching 10 lvl, but if you realise your skills aren't enough, then better train more at other modes.
Then it's weird you don't know how system works.
Anyway, if you need to unlock premier fast, you don't have to spend all the time. Play a couple hours at competitive or any other mode you want, get 2 levels until weekly xp-bonus ends (it about 11k xp) and wait for a next week.
