render latency is too high and impacting my performance

i've tried out CS2 first in 16:9 resolution. the render latency was high, around 15ms, i tried to adjust the video settings and it is lowered to 8~9ms.
its the same when using 4:3 stretched, i made sure i was at 165FPS, render latency is also around 8~9, but it felt like 40 fps, i don't know why.
i tried to switch back to CS:GO (legacy) and everything was smooth and normal.

CPU : R7 5800X
GPU : RTX 3070
Ram : 32GB

i tried to update drivers or uncapping FPS, but it doesn't work since i think in CS2 they lock your FPS, launch option and console commands can't uncap it.

someone know whats causing these problems? or is it just the games problem.
