Already cleared everything
It will force game to run in above normal (high is unstable and unrecommended), and whenever cpu usage hits 85%, all the background apps are forced to use only 2% max of the cpu or otherwise paused until it hits 1%. Does NOT need a restart.
Below is for NVIDIA ONLY, skip it if you are using AMD.
If it also doesn't work, try using nvcleaninstall and do a clean install with minimum components (make sure nvidia geforce experience is uninstalled). This will result in a custom Nvidia GPU driver so not all game are welcoming this, though CS and a lot of games tolerate it, because this driver is exactly a stripped down version of a normal Nvidia Driver.
The tickbox as follows:
1st page:
PhysX
HD Audio via HDMI
Optimus (laptop only)
Type-C Driver (RTX 20 or thunderbolt owner only)
NV platform controller
2nd page:
Disable Installer telemetery and advertising
Unattended express installation
Clean install (Only for the first time, not needed for the next update unless you installed it in other way previously. As long your previous driver installed this way, you can tick this off)
Show expert tweak
Disable Driver telemetery
Disable Nvidia HD audio device sleep timer
Enable Message Signalled Interrupt
Interrupt Priority High
Apply NVDEC Video Encoding Session Limit Patch
(if there's option for this)
Rebuild digital signature
Use method compatible with easy anti cheat
Automatically accept driver unsigned warning.
Then just install the driver and restart pc once.
Let me know if this helps (this also serves as little fps booster tbh). If it actually does help, then only install GPU drivers that way from nvcleaninstall (subsequent install doesn't need clean install, it's only the first time). If it still doesn't help then... Well... As I said I'm no valve. I hope it get fixed eventually.
