some games read the first 2 digits and consider it as 59hz, while some games round it to closest, which is 60hz.
i assume your monitor is actually 143.97hz or something like that, which is why some games round it and some don't.
check your exact monitor stats with something like AIDA64 or look in device manager or GPU properties, it might tell exact details there.
but like seriously, who cares? it's just how games display it, it won't affect your actual FPS.

it didn't, what tool do you use to measure FPS? if you're talking about in-game settings, then games don't show EXACT details, they round it.
